On January 22, Victor Fedeli (fourth from left), Ontario’s Minister of Economic Development, poses for a photo with Kim Hee-cheol (fifth from left) and other officials in front of the Jang Yeong-sil, a submarine built by Hanwha Ocean.Hanwha Ocean said Victor Fedeli, Ontario’s Minister of Economic Development, Job Creation and Trade and the Member of Provincial Parliament for Nipissing, toured the company’s flagship shipbuilding complex on January 22. The visit underscores Hanwha Ocean’s push to secure the CPSP while advancing a robust Industrial and Technological Benefits (ITB) package for Canada.
During the tour, Minister Fedeli inspected live ship construction lines, including automated production systems employing welding robots, and boarded the Jang Yeong-sil—launched in October 2025—to see firsthand the capabilities underpinning the Jangbogo-III Batch II submarine program. Hanwha Ocean briefed the minister on the CPSP proposal’s design and production roadmap, highlighting the scale of its infrastructure and high-throughput manufacturing capacity.
The company also outlined its ITB strategy, detailing prospective investments, workforce development, and supply-chain participation across Ontario and the wider Canada. According to Hanwha Ocean, these initiatives are designed to deliver long-term economic impact while supporting Canada’s objective to build sustainable domestic capabilities for submarine construction and lifecycle support.
Hanwha Ocean plans to deepen cooperation with Ontario—particularly in the Great Lakes region—through partnerships aimed at job creation and industrial advancement, a key consideration in CPSP ITB negotiations.
“Introducing a next-generation submarine already proven in service with the Republic of Korea Navy is especially meaningful,” said Kim Hee-cheol, President and CEO of Hanwha Ocean. “Our discussions with Ontario industry demonstrate a firm commitment to building enduring submarine construction and maintenance capabilities in Canada.”
The company added that it has recently signed memoranda of understanding with more than ten Canadian firms covering shipbuilding and industrial collaboration, and is pursuing additional local partnerships in line with the Canadian government’s “Buy Canadian” policy.
